Dear Mr. Jackson:

I appreciate your patience with my response. Since purchasing the
Strawberry District in 2006, Del Oro Water Company has been consistently
working on Capital Improvement Projects in order to provide a reliable
and non-interruptible supply of water. So far Del Oro has:

* Purchased and fabricated a new emergency, portable river pump.
This also includes piping and intake fish screen.

* Replaced filter media last year and this has resulted in much
improved water quality results from the plant.

* Installed new chlorination facilities. The injection point
was relocated to the discharge point and the plant piping to lower the
occurrence of disinfection byproducts that normally occur with
pre-chlorination.

* Purchased chemistry lab equipment for the water treatment plant.

* Mapped and modeled a majority of the Strawberry District's water system.

Del Oro has many improvement projects planned for the upcoming year.

* Del Oro has contracted Kirby Pump & Mechanical for
improvements to the water treatment plant. Kirby Pump & Mechanical is
contracted to replace the balance of the defective treatment
plant piping and install additional pump controls to provide further
automation to the plant operations. They will also furnish and install
a backup George's system booster pump that will increase
reliability. In addition, Kirby Pump & Mechanical will install a backup
generator for electrical power outages. Finally, they will
install bypass piping, valving and controls to eliminate the Lower
Diamond Tank which is in poor condition. This will allow Del Oro to
pump directly to the Upper Diamond Tank.

* Del Oro has been actively working with Tuolumne County and Cal
Trans for a permanent access to the water treatment plant site from the
highway. We are currently working on two main options. The
first option is to use the original access read which Del Oro will
re-due including paving it and installing drainage. The second option
is to use a new access road that we are currently negotiating on the
slope of. Both of these options have been submitted to Tuolumne
County from determination of CEQA and other permitting requirements.

* Del Oro has been involved in a cost analysis to install meters
and replace deteriorated main lines through the entire Strawberry
District.

* Del Oro recognizes that the Strawberry District is in need of
a secondary source of water and we have been actively exploring many
options. One option is having a second intake location into
the Stanislaus River. This intake would be strategically located so as
to not disturb the community. A second option would be drilling test
wells, which we are currently undertaking with our neighbors Sierra
Pacific Industries. The County is supporting our efforts and the
drilling permits have been filed. We are extremely excited that
we are scheduled to start test drilling on July 9th. It is anticipated
the test holes will be tested and completed sometime by late summer.
